Bihar Assembly elections 2025, the “Mahila factor” emerged as a decisive force that significantly bolstered Nitish Kumar and the NDA’s campaign. For years, Nitish has carefully nurtured a women-centric political base through a combination of welfare policies, social reform, and economic empowerment and in 2025, that long-term strategy paid rich dividends. Women’s turnout surged to historic levels, with reports showing female voter turnout around 71.6%, compared to 62.8% for men, indicating a crucial gender-based imbalance that benefited his alliance.

Nitish’s government has a well-established track record of policies benefiting women- free bicycles for schoolgirls, sizeable reservations for women in panchayats and urban local bodies, and a 35% quota for women in police recruitment. Such social investments have deepened loyalty among female voters by making them stakeholders in Bihar’s development story. The jeevika self-help groups program, which supports millions of women across rural Bihar through microfinance and entrepreneurship, further cemented this relationship.

This multifaceted women-first strategy helped reshape the electoral narrative. Rather than casting the election as a typical caste-based contest, the NDA framed it as a choice between Mahila Empowerment and lawlessness (or a katta sarkar). By foregrounding the Mahila Rojgar scheme (dashazari chunaav) in their messaging, the NDA effectively made women a central pillar of their campaign story.

Furthermore, the NDA’s mobilization machinery tapped deeply into local-level networks. Media reports that over 1.8 lakh “Jeevika Didis” (women volunteers) were deployed to guide other women voters helping them locate booths and navigate the voting process. Such grassroots engagement made women feel heard, seen, and politically engaged.

On the opposition side, the Mahagathbandhan struggled to match the NDA’s credibility with women. While they made some promises (like Tejashwi Yadav’s Mai Bahin Maan Yojana), these were not perceived as deliverable in the same way as Nitish’s already-running welfare

All these strands converged in the polling booth: a motivated and rewarded women electorate, long-term trust in Nitish’s gender-focused governance, and a campaign that foregrounded women’s economic dignity. This Mahila wave not only drove high turnout but also translated into votes, helping the NDA cross critical seats and sealing Nitish Kumar’s political dominance once again.
